Vouliagmeni is the most expensive place to buy a home in Attica and has been for several years running. It is also a municipal unit of 4,332 people on a peninsula with no railway station, which is a combination that explains most of what follows.

The number, and the other number

The Spitogatos Price Index put Vouliagmeni at €7,364 per square metre in the second quarter of 2026, first in Attica, with rents also first at €22.00. That is a published index of asking prices across the whole municipal unit, which is the most defensible figure available.

Engel & Völkers, in its 2026 Athens market report, gives €8,500 to €12,000 per square metre, with seafront property "far exceeding €20,000". Both numbers are real and they are not in conflict, because they are measuring different things: the index averages everything in the unit, and the agency is describing the prime segment it actually transacts in. The gap between them, up to 63% at the base, is the size of the premium at the top of this market.

The more useful figure is neither. Across five quarters of the index — €7,273 in Q1 2025 to €7,364 in Q2 2026 — Vouliagmeni rose 1.25%. Attica over the same stretch rose 5.3% and Greece 6.1%. The most expensive address in the country has effectively stopped moving while the market beneath it keeps going.

A ceiling does not announce itself. It shows up as five quarters of one per cent while everything else compounds.

What almost nothing trading actually means

Greece Sotheby's mid-year 2026 report put the median time from listing to signed agreement on the Athens Riviera at 238 days, with 39% of properties taking more than a year. Of the price revisions it tracked, 72% moved downward, at a median of −8%.

This is the part that is difficult to feel until you own here. Scarcity protects your purchase price and it constrains your exit by exactly the same mechanism. You are buying into a market where the buyer pool for anything genuinely landmark is measured in families, not in hundreds, and where a house can sit at an unchanged asking price through three agencies for more than a year. The best house on this coast is very often not listed at all, and the corollary is that yours may not sell when you want it to.

There is no railway, and there is no plan for one

The nearest rail of any kind is the tram terminus at Asklepieio Voulas, 5.2 kilometres away on line T7. There is no metro station in Vouliagmeni. The proposed Metro Line 2 extension runs to Glyfada, not here, and as of June 2026 two alignments were still under study with no decision, no funding and no date.

The municipality's own advice for reaching Kavouri without a car is metro Line 2 to Elliniko and then a bus, or the tram to Voula and then a bus. That is the honest position and it is unlikely to change inside a decade. Everyone here drives, and TomTom measured 143 hours a year lost per Athens driver in 2025.

What is actually on the peninsula

  • Four Seasons Astir Palace — 303 keys across 30 hectares, opened 2019, since 2025 wholly owned by the shipowner George Prokopiou. The only hotel in Greece with three Michelin Keys.
  • Vouliagmeni Marina, also sold as Astir Marina — one asset under two names. 59 berths to 60 metres plus one over 130, on an ETAD concession running to 2052.
  • Lake Vouliagmeni — a Natura 2000 site and a preserved monument of nature, 21 to 24°C and never below 18 according to the IUCN, with an endemic sea anemone found nowhere else. Entry in 2026 was €17 on a weekday, €10 for residents.
  • Astir Beach — Blue Flag 2026, and it contains the sixth-century BC Temple of Apollo Zoster. Around €50 to €80 in summer, €10 to €15 from November to March.
  • Akti Vouliagmenis, the public beach — 72,767 m² owned by the state property company. A preferred investor was selected in January 2026 at €4.28m minimum annual rent, and as of late August the lease had not been signed.

Schools: there are none here

There is no international school in Vouliagmeni, in Voula, in Kavouri or in Varkiza. Every family here drives out, and the drive is the constraint that quietly decides which house you can actually live in.

  • St Lawrence College, Koropi — British curriculum to A-Level — 9.5 km.
  • Verita International, Glyfada and Alimos — English National Curriculum — 9.2 to 12.4 km.
  • Geitonas School, Koropi — Greek curriculum with the IB Diploma — 11.1 km. Not the same school as Costeas-Geitonas in Pallini, which is 32 km.
  • ACS Athens, Halandri — American curriculum and IB — 28.2 km.
  • Campion School, Pallini — 33.8 km. St Catherine's British School, Lykovrissi — 34 km. International School of Athens, Kifissia — 33.4 km.

Drive the route to the school you are considering at eight in the morning, on a Tuesday, in term time, before you commit to either it or the house. It is the single most useful hour a buyer can spend on this coastline and almost nobody spends it.

Healthcare

The nearest full private hospital is Mediterraneo in Glyfada, 9.2 kilometres away. The nearest hospital of any kind is Asklepieio Voulas at 5.2 kilometres, and it is a public hospital, not a private one — a distinction several property listings blur. There is a private diagnostic centre with CT and MRI inside Vouliagmeni itself, half a kilometre from the centre, but it has no beds and no emergency department. How Greek private healthcare actually works is worth reading before you assume the arrangement you have at home transfers.

One thing nobody mentions

Vouliagmeni stopped issuing building-bonus permits in March 2024, nine months before the Council of State ruled on them nationally. It and Alimos were the only two municipalities in Greece to do so. If you are buying with a renovation or a replacement build in mind, the local planning position here has been tighter than the national one for two years, and it is the sort of thing that surfaces after the offer rather than before it.

Vouliagmeni is not the right answer for everyone who can afford it. It is the right answer for a household that wants the address to require no explanation, will drive everywhere without resenting it, and is not planning to sell. Against that, Glyfada is the liquid one and Elliniko is the bet on delivery — the pillar file weighs all four against each other.
