The only e-EFKA local directorate on the coast, and the place a new arrival gets an AMKA — which cannot be done online, and whose appointment system requires the AMKA you do not yet have.

- Μητρώων & Ασφαλιστικού Βίου — 210 8924546, tm.mitr.td.cntath@efka.gov.gr The registry department. This is the AMKA desk, and going straight to it saves a conversation.
- The appointment trap
- Book on 1555 if you have no AMKA yet Visits are by appointment only. The online booking system requires TAXISnet credentials AND an AMKA — which is what you are coming to get. e-EFKA states in bold on its own page that someone without an AMKA must book by telephone on 1555, free and 24 hours. This is the single most useful operational fact in this whole set.
- Hours
- Filing documents Monday to Friday 07:30 to 15:00; other administrative services Monday to Friday 08:00 to 14:00 Benefits departments are closed to the public on Wednesdays and open Monday, Tuesday, Thursday and Friday 08:00 to 14:00; pension matters run 11:00 to 14:00 on those days. Simply filing a document at the protocol needs no appointment.
- A local closure

- Which office serves your municipality
- Could not confirm The official jurisdiction tool is behind a CAPTCHA and the governing presidential decree has been amended repeatedly. We found nothing at all on which directorate covers Vari–Voula–Vouliagmeni, and we are not going to guess. In practice it may not matter for an AMKA: the governing decision says the applicant attends "one of the competent AMKA services" with no territorial restriction.
The AMKA is the Greek social security number and it gates access to the health system. Getting one is free, takes fifteen to thirty minutes, and is one of the few remaining steps you cannot do from a laptop.
The two stages most guides collapse into one
Since the joint ministerial decision of December 2023 the number is issued inactive and must be activated separately. Issue proves legal stay and access to the labour market. Activation additionally requires proof of actual residence: Greek tax residence, property ownership, a lease or a hosting declaration lodged on the tax platforms, an employment contract, a business start-up certificate, or student enrolment.
Article 7 of the same decision deactivates the number automatically if any of those lapse, and the state runs an annual check every November.
A question we could not answer, and it matters
Whether a Golden Visa or a financially-independent-person permit supports an AMKA at all. The decision requires a residence title carrying access to the labour market, and article 100 of the Migration Code states that the investor permit carries no right of access to employment. Read together those point one way, and two secondary sources say flatly that such holders are excluded.
But the two instruments have not been reconciled in any primary source we could find, and a reader could act on this and be badly wrong. So we are publishing the tension rather than the conclusion. There is a second route regardless: an adult insured as a dependent of a directly insured person does not need labour-market access.
The whole regime is also mid-change — a replacement decision is pending under Law 5216/2025. Anyone planning around Greek healthcare should read the wider piece rather than treating this as settled.
