The only office in Greece that issues an investor residence permit — and the one whose own public web pages still quote a threshold repealed in 2024.

An investor who cannot attend for biometrics, or their lawyer, may contact the service to agree a window. Legal entry to Greece is also not required in order to lodge — the investor enters afterwards, solely to give biometrics.

The most useful thing to know about this department is not its address. It is that the Ministry’s own Golden Visa pages are stale by two to four years and still describe article 20B of Law 4251/2014 and a €250,000 threshold, both superseded.
A prospective investor who does the sensible thing — reads the official source rather than a law firm’s marketing — gets the wrong number.
The correct chain is article 100 of Law 5038/2023, in force from 1 January 2024, as amended by Law 5100/2024. In the Region of Attica the figure is €800,000, and the entire Athens Riviera is Region of Attica. There is no intra-Attica variation and no cheaper corner of this coast.
The three operational concessions to investors are real and are worth knowing before your lawyer tells you: you need not have entered Greece to file, you can collect on a certified copy, and the biometrics window is negotiable.

Investor residence permits are the one migration category that does not go through the Decentralised Administration. They are handled centrally by a dedicated department in the Ministry building at Rentis, created on 1 March 2021.

The thresholds, and the citation almost everyone gets wrong

The governing provision is article 100 of Law 5038/2023, the Migration Code, permit type B.5, in force from 1 January 2024 and amended by article 64 of Law 5100/2024 in April that year. It is not article 100 of Law 4251/2014, which is what a surprising number of sources cite.

The tiers, the 120 square metre rule and the non-property routes are set out in full elsewhere on this site. The short version for anyone reading from this coast: Attica is €800,000, and that includes every square metre of Glyfada, Voula, Vouliagmeni, Alimos and Elliniko.

What the Ministry’s own pages say

Two pages on migration.gov.gr — one last modified in September 2022, the other in October 2023 — still describe the repealed regime and the €250,000 figure. They are the pages a search engine is most likely to surface for an official answer, and they are wrong.

We have flagged this rather than quietly working around it because it is the kind of thing that costs somebody real money, and because the site’s whole argument is that official sources should be checked for date rather than trusted for authority.

Addresses, telephone numbers, email addresses and hours were checked against the issuing authority on 11 and 12 September 2026. Greek administrative addresses move and services are being consolidated continuously — three of the offices in this set changed status in the last two years. Confirm before you travel. The verbatim conditions attached to article 100 were read from a commercial legal database reproducing the codified statute, not from the Government Gazette; the threshold figures are separately corroborated by the Ministry’s own circular titles. Greek press reported a pending overhaul of the regime on 1 September 2026, including a long-lease category and a possible relaxation of the one-property rule, together with a 44% fall in applications in the first half of 2026. No bill or Gazette text was found and none of that is published here as fact. Where a public opening time is absent from this page it is absent because the authority does not publish one, and we would rather leave a gap than send someone to a locked door.
